The Hidden Cost of Safety
How the pursuit of safety created new risks.

Red light cameras seemed like such an elegant idea. Install a camera at a busy intersection, photograph every car that runs a red light, mail the driver a ticket. No police officer needed. No argument on the side of the road. Just a clean, automated system that catches dangerous behavior and discourages it.
Cities across the world adopted them. The results were, at first, encouraging. The number of drivers blowing through red lights dropped sharply, and with it, the T-bone collisions that are among the most deadly accidents on urban roads. Politicians pointed to the data. Public safety officials praised the technology. The cameras, it seemed, were saving lives.
But a strange thing was happening at the intersections where the cameras had been installed.
Rear-end collisions started going up.
Drivers who knew a camera was watching had started slamming on their brakes the instant a light turned yellow. Not gradually. Not with the normal flow of traffic. Hard, sudden stops. The cars behind them, following at normal distance and expecting a normal yellow-light coast-through, plowed into them.
The T-bone accidents went down. The rear-end accidents went up. The cameras hadn't eliminated danger. They had rearranged it.
To make things more complicated, the revenue started to become conspicuous. Cities were collecting millions of dollars in fines. In some jurisdictions, the timing of yellow lights was quietly shortened to increase the number of violations caught on camera. What had started as a safety measure was beginning to look like a revenue machine with a public safety alibi.
The story of the red light camera isn't a story about technology failing. The cameras worked exactly as designed. The problem was that the system they were embedded in, one made up of human drivers with reflexes, habits, and fears, responded to the cameras in ways the designers hadn't imagined.
Safety isn't a thing you install. It's a condition that emerges from how people behave. And when you change the rules, you change the behavior, but not always in the direction you hoped.
